HOUSE BILL NO. 384 by Representative Keller, entitled:                                                                          
                                                                                                                                
    "An Act requiring the Department of Education and Early                                                                     
    Development to establish an electronic education records system                                                             
    and standards and requiring school districts to establish and                                                               
    maintain electronic education records systems; requiring learning                                                           
    plans for students; establishing the Merit Scholarship Task Force;
